Arrests are down. Recession related?
People are surprised when I tell them that the recession causes arrests to go down. They say to me, "How can that be? Doesn't crime go up?" The answer is, 'yes.' Property and drug crimes increase, but law enforcement tends to look the 'other way' more often than when the economy is strong. Why? Because like almost everyone else, governments have no extra money in their budgets to fund police officer over-time. That's right. DUI arrests go down too. Officers tend to call an impaired driver a cab or a friend or family member to pick the driver up rather than spend the typical 3 to 4 hours it takes to process a DUI. DUI officers in particular can cost their departments a fortune, because in addition the hours it takes to process a DUI, these officers spend a lot of time in court testifying.
